In Reality Z-25 31-H, the New Protectors emerged shortly after the death of the original Mighty Protectors at the hands of the Cosmic Solution, rehiring Kate Kerrigan as their press secretary. Puzzlingly, their numbers appeared to be made up of the original Mighty Protectors brought back to life. (COMIC: Epilogue to Destruction)
While the Odds were distracted battling the Shadow Queen, the New Protectors made contact with the New York City Mayor's Office, and, after a night's worth of secret negotiations, a robot-spokesman came forward to announce that the New Protectors had partnered with the mayor to develop a “new approach” to cull the increasing amount of monster and supervillain attacks on the city. (COMIC: Chasing Shadows) This involved demanding that all independent superheroes sign up with them or else be declared outlaws, while Mayor Wilson was coerced into giving up complete control of the police force to the team. In short order, the New Protectors declared a “zero-tolerance policy” for crime of any kind and began using Robot-Enforcers to organise a mandatory curfew. (COMIC: Season of the Witch)
