The name also referred to the building where the organisation, which oversaw the maintenance and assignment of Fog Ships, was based. (PROSE: The Winter Quests) The Fog Ship Parking Garage was under their purview (PROSE: The Ghosts and the Machine) and they were the ones who designed and constructed the Fog Ships, which involved the creation and programming of Conceptual Engines. (PROSE: Father Christmas)

The Celestial Foam Network banned Larrikin-1029 from borrowing more Fog Ships after he spent half a day borrowing and crashing one Ship after the other as he practiced his flying. (PROSE: Peace and Quiet)
