The title of Goblin King was sometimes used by a ruler of Goblins, not necessarily themself a Goblin.

The Goblins of the Strange and Wonderful House answered to a Goblin King, with whom the Master of the House had to negotiate to get the Goblins' cooperation in any major project. (PROSE: Our Strange and Wonderful House: The Cellar)

Jareth, of the Unseelie Fae, was the Goblin King of the Labyrinth, a mysterious magical structure inhabited by a variety of Goblins such as the Fireys. He did not appear to be considered a Goblin himself. (PROSE: Everywhere's The Thing!)
