In the Jynx Dimension, Sebastian Devonius Steer was the personal lawyer of Lord Nefarious, a Dark Lord of Shenanig. After assassinating Nefarious, he proved an unprecedentedly powerful dark wizard and took over the entirety of Shenanig as Emperor Steer.

Physical appearance
Barnabus Raffleby thought of Sebastian Steer as “a gibbous and wax-skinned old ghoul”. He had an aquiline nose, a large, pointy chin, thinning white hair, and bushy eyebrows. His sunkenn eyes glowed a light purple. (PROSE: The Time of the Toymaker)
Personality
While he was Lord Nefarious's obedient barrister, Steer came across as “perpetually bitter”, darkly cynical, and cunning. After he acquired magical power and became EMperor, Steer was a tyrannical ruler, recklesly throwing his power around to satisfy his every whim and grudge. Pythagoras-858 thought of him as “a villain whose every petty resentment was permitted to grow to epic proportions by the frankly ridiculous amounts of power he wielded”. Powers & abilities
Emperor Steer was an enormously powerful dark sorcerer, powerful enough that he could do actual harm to Madame Tarsa if he had the element of surprise. His powers included the ability to teleport across dimensions, to project “ crackling lightning made of concentrated evilness” from his hands, and to freeze people in unbreakable blocks of ice. However, he lacked the Power of Creation, which he attempted to learn from a half-finished creation of Tarsa's but failed, only managing to give the puppet life by transferring part of his own soul into it, unable to give it its own spark of life. Biography
As Lord Nefarious's lawyer
Sebastian Steer spent most of his life as the official court barrister of Lord Nefarious, the Dark Lord of Shenanig. He was not known, then, to have studied magic. He only rarely interacted with Chamberlain Raffleby, who did not like him. (PROSE: The Time of the Toymaker)
Becoming Emperor
Sebastian Steer actually became Emperor in the Cupid Homeworld, in the presence of Pythagoras-858, killing Lord Nefarious while the latter was placed under trial by the Crew of the Copper-Colored Cupids. He then absconded back to the Jynx Dimension with the Cupids' own newly-built Courthouse, which he repurposed as his Imperial Castle (replacing the “millennia-old” Dark Citadel, which he destroyed without a trace). He quickly used his powers to take over all of Shenanig and instituted draconian measures, such as a strict curfew. (PROSE: The Time of the Toymaker)
The Clown Emperor
After the Clown returned to Shenanig, he used the power of Madame Tarsa's cane to tie up Steer and Chamberlain Raffleby with magical, unbreakable neon-pink ropes, and stuffed both of them in a broom closet before briefly taking the throne for himself. However, he was eventually convinced to give up on pretending to be a Dark Lord, and return to the Workshop of Madame Tarsa. Imperial Guards eventually found Steer and Raffleby, and Steer formally regained the Imperial crown. (PROSE: The Time of the Toymaker)
