The Great Book of Records was a magical book owned by many universes' versions of the Land of Oz's notorious Good Witch, Glinda. It was enchanted to keep constant, up-to-date, nigh-omniscient records of everything which happened on Earth.
In at least one universe, it looked somewhat unremarkable to those who did not know of its wondrous power. When they stole the Magic Belt from the Emerald Palace, the imps Olite, Udent and Ertinent were instructed by Blinkie to also steal the Book (as well as Ozma's Magic Picture) so that the Ozite authorities would not learn of their return. They later returned all the stolen artefacts after being romanticised and having a subsequent magically-triggered change of heart. (PROSE: The Crew of the Copper-Colored Cupids)
