In one universe, the Kievs were one of the two paramilitary factions which arose on a human colony planet, vying for dominance with the Eagles.
The conflict between the Kievs and the Eagles lasted for two hundred years, cutting down the planet's population by two thirds, until a truce of sorts was finally established, whereby the factions as they stood would be forbidden from recruiting any new members, or otherwise involving non-aligned civilians in their ongoing clashes. After five hundred years of “peace”, the status quo was shaken when Billy fabricated evidence that Trent's bunker had aligned itself with the Eagles and leaked it to the Kievs, causing the Kievs to attack the bunker and wipe out most of its population. However, before this could escalate into full-scale nuclear conflict, an old vigilante tracked down Billy and executed him, removing the casus belli. (COMIC: Betrayal of Brothers)
