The Council of Frogs was an organisation which oversaw and regulated the Multiverse.

History

Creating a Multiversal numbering scheme

At some point, the Council of Frogs created a Doomsday Book listing all known universes; the numbered “Council of Frogs classification” was a consensus naming scheme of universes, used for example in the Interdimensional Hotel. It was unclear whether the group was actually made up of sapient frogs, although Sylvester Shoebill once implied so, referring to the Frogs as “slimy green gits”. (PROSE: The Grand Multiverse Hotel)

As explained by one version of Jenny Nowhere (who stated this was all documented in a book called The Infinity Rassilons, credited to Percival Lankin), an infinity of groups of Time Lords, acting as representatives of their universe before the Council of Frogs, wished for their specific realities to be granted a small, memorable number in the Frogs' classification so as to mark out their importance. Eventually, an “agreement” was reached: one set of Time Lords “got to become the Third Universe in earnest”, while each of the others “went home believing they'd been the lucky winners”. All the sets of Time Lords, however, were given “a little casket, to be opened only in the gravest of emergency, holding the true knowledge of [their] official number”. This was apparently documented in a book called The Infinity Rassilons, written by Percival Lankin. (PROSE: How To Steal Timeships & To Influence Time Lords)

Later history

The Council was one of many multiversal authorities which disapproved of factions with interdimensional capabilities conquering other universes than their own, dissuading the Crew of the Copper-Colored Cupids from ever pursuing such strategies. (PROSE: The Crew of the Copper-Colored Cupids) They “turned a blind eye” to the Cupids founding Morningstar 1 on Venus in the 97th Cosmos on the basis that the planet was uninhabited, and with the understanding that they would make no attempt to take control of the nearby Earth.
