The Council of Frogs was an organisation which oversaw and regulated the Multiverse.
They created a Doomsday Book listing known universes; the numbered “Council of Frogs classification” was a consensus naming scheme of universes, used for example in the Interdimensional Hotel. It was unclear whether the group was actually made up of sapient frogs, although Sylvester Shoebill once implied so, referring to the Frogs as “slimy green gits”. (PROSE: The Grand Multiverse Hotel)
During his brief impromptu lecture on Multiversal theory, Doctor Sigma regretted not finding the time to explain the nature of the Council of Frog to his audience. (COMIC: The Beginner's Guide to Multiversal Theory)
The Council was one of many multiversal authorities which disapproved of factions with interdimensional capabilities conquering other universes than their own, dissuading the Crew of the Copper-Colored Cupids from ever pursuing such strategies.
