The Great Foundries were automated factories in the Cupid Homeworld, left behind by the Creator when she “went into her exile” to create new Clockwork Cherubs. (PROSE: The Labors of Juliet) They did so in batches of a hundred apiece, every one to seven years, based on new designs transmitted to the Foundries by the Creator from within the Forbidden Manor.
