Prefect was the title used by Clockwork Cherubs in the Crew of the Copper-Colored Cupids who were the head of a Department.
Bibliophile-962 was the Prefect of the Department of Documentation, and Celebration-665 the Prefect of the Department of Festivities. Conspiracy-1263 was the Prefect of the Department of Conspiracy Theories but lost the title when the Department itself was disbanded. (PROSE: The Case Against Conspiracy)
