In the Collapsed Cosmos, a computer program called ARCHONET governed the city in which Jenny Everywhere resided, with the help of a “select conclave of organic advisors”.

ARCHONET presumably had some connection to the Archons of the Redoubt, who existed at the End of Time in the Collapsed Cosmos and sought to remedy the grievous state of reality. He did not take kindly to displays of creativity from the citizens, believing that they increased “chaos” in some abstract sense and, as a result, worsened the universe's instability.
