In the 89067986779811167562948736197891674912223184th Universe, which was very similar to the Third Universe, the Time Lord Fabian was one of he two Time Technicians assigned to watch over the security feeds and assorted alarms of the Old Workshops. In the opinion of his coworker Andro, Fabian was lifelong “untalented overachiever”, who threw himself into his dull tasks to a comical degree.
Fabian, now on his eleventh life, was the first to notice when all all the security alarms in his and Fabian's workspace rang on, quickly alerting the slacking Andro. This turned out to be because this was the day the First Doctor came to the Workshops, intending to steal a TARDIS and run away from Gallifrey. The Doctor's arrival was anticipated by two other intruders who wished him ill, Jenny Nowhere and the Great Intelligence, but both had left the premises when the two Technicians finally ran down to the Workshops proper; hearing them coming, the Doctor hurried into the nearest TARDIS and departed as well. (PROSE: How To Steal Timeships & To Influence Time Lords)
Behind the scenes
The Third Universe versions of Andro and Fabian appear in the brief flashback to the day the First Doctor left Gallifrey in The Name of the Doctor. However, their names are only given in the script, and no biographical information on them is given; nor are they explicitly identified as holding the rank of Time Technician, which originated in Doctor Who print media.
