The Council of Frogs was an organisation which oversaw and regulated the Multiverse.
History
Creating a Multiversal numbering scheme
At some point, the Council of Frogs created a Doomsday Book listing all known universes; the numbered “Council of Frogs classification” was a consensus naming scheme of universes, used for example in the Interdimensional Hotel.
