The Council of Frogs was an organisation which oversaw and regulated the Multiverse.

They created a Doomsday Book listing known universes; the numbered “Council of Frogs classification” was a consensus naming scheme of universes, used for example in the Interdimensional Hotel. It was unclear whether the group was actually made up of sapient frogs, although Sylvester Shoebill once implied so, referring to the Frogs as “slimy green gits”. (PROSE: The Grand Multiverse Hotel)
