Governing Council
The Governing Council was an organisation which existed within the telepathic network connecting all incarnations of Jenny Everywhere.
Led by three incarnations of the Shifter who went by “Jen”, “Julie” and “Jenny” respectively, the Governing Council served as a central government for the infinity of incarnations of the Shifter. They had the capacity to use their shifting abilities to forcibly pull the minds of specific incarnations into the mindscape, halting whatever they were doing, and to tap into the Infinite to see any possible future.
Among other things, the Council used this ability to censure aberrant incarnations who became too violent or even evil for the other Jennies to be able to condone their behaviour. The incarnation at fault would be brought to the mindscape before the Council for trial (with a “Defence Jenny” and a “defence Jenny” joining the three magistrates). If a Jenny was found guilty, her mind would be forcibly shifted into a different universe and body, given a chance to start afresh, while a new Jenny would be assigned to take over where she'd left off.
