Federico Ruiz was a prominent resident of the Strange and Wonderful House. He had “a white grin” that looked like a sickle. He was the master of ceremonies of the aptly-named Pleasure Pad of Federico Ruiz, a section of the House made up of domed communities for the “glitterati” to enjoy all manner of decadent fun.
