The Department of Bells was a department of the Crew of the Copper-Colored Cupids' Cupid Intelligence Institute which evidently stockpiled a number of bells. They made them all ring out on the morning of the first Christmas Day to be celebrated in the Cupid Homeworld, in 2019. (PROSE: A Copper-Colored Christmas Carol)
