Westbrook was a city in Wisconsin in Universe C.
Westbrook was founded in 1836 over a large river. In the early 21st century, it was home to the Jacobs family, including Jenny Jacobs, the local incarnation of Jenny Everywhere, who used her shifting powers to act as a teenaged superhero under the name of “the Shifter”. She principally protected the city from various threats from other dimensions which kept materialising in Westbrook for largely unknown reasons (although some, including the local Jenny Nowhere, were actively redirected there by Chaos to cause trouble for Jenny).
