In Reality Z-25 31-H, Mayor Wilson was once the mayor of New York City.
“Years ago”, Wilson was one of few non-superpowered Earthlings from his reality to bear witness to the Indefinite Crisis of the Universe event. During it, he caught glimpses of superheroes from parallel universes, including Max Atom from Earth-K. (PROSE: Anna Atom vs Max Atom)
Eager to be reelected, he agreed to give aging, corrupt superhero Captain Perfect the Key to the City as a publicity stunt that would benefit them both. However, the ceremony was interrupted by an attack by the supervillain Ultimatron (something Perfect had actually arranged in advance so that he could perform an easy feat of heroism in front of the cameras). Wilson fled in the confusion, and the entire event was soon exposed for the sham that it was. (COMIC: Meanwhile, On Earth)
The Mayor had a direct line to Captain Evening, and contacted him to ask for his and the Odds' help when the city centre was attacked by an actual villainous robot, the Cosmic Solution. (COMIC: Meanwhile, In Queens)
After Max Atom and Anna Atom appeared in his New York, Max Atom pretended to lose to Anna, making himself look like the victimised good guy, a misunderstanding which was redoubled by Wilson's memories of his heroic actions during the Indefinite Crisis. While Anna was taken into custody, he hurried to greet the “superhero” personally. (PROSE: Anna Atom vs Max Atom)
After the New Protectors arose, they bullied Wilson into signing over complete control of the New York police force to them and their Robot-Enforcers. (COMIC: Season of the Witch)
