In line with various background elements of Jenny Cornelius's universe in The Folly of Men being veiled references to various pieces of cult British genre fiction including Doctor Who, the “steam-powered mechanical giant” could be intended as a CyberKing, although Scott Sanford stated on the Jenny Everywhere Discord that he had no particular reference in mind when he wrote the line.
Swindon in our world was the home of Isambard Kingdom Brunel, a 19th century engineering genius who certainly would have tried building steam powered mechanical giants if he'd been exposed to modern anime.
