The Department of Destiny was one of the Departments of the Crew of the Copper-Colored Cupids's Intelligence Institute.
When Juliet-178 began claiming that she and Romeo-1020 were dating — in contradiction the well-known absence of romantic attraction from the Clockwork Cherub mind —, they wondered whether the two's sharing a name with the Shakespearan Romeo & Juliet had had some supernatural effect to precipitate this. The Department of Psychology thought it far more likely that Juliet was faking the whole thing as an extended practical joke on the rest of Cupid-kind, and that she had therefore chosen her fake paramour for his name.
