The Department of Construction's headquarters were the headquarters of the Crew of the Copper-Colored Cupids' Department of Construction, as headed by Foreman-964.
On Halloween 2019, when he was briefly turned into an effective ghost due to being stuck in the Spirit Realm, Foreman's rival Philatel-426 “haunted” the headquarters and tore up all the warehouse blueprints he could find. Philatel, also trapped in the Spirit Realm, had had the same idea and haunted Philatel's Cupid Post Office, the mail up blueprints. (PROSE: The Ghosts and the Machine)
