In one universe, Kaza, “the Congo King”, was friends with the British Commissioner, who sometimes summoned him to get his help with an unfolding crisis.

On one occasion, he summoned Kaza to warn him that Matilda Marshall was coming to the jungle with the intent to aggressively court Kaza. Due to Matilda's friends in high places, the Commissioner had been instructed by his superiors to do everything to facilitate this scheme, and any negative results would reflect badly on his own career.

The Commissioner initially advised Kaza to simply hide away until Matilda lost interest, which would minimise damage to the Commissioner's reputation without any embarrassment to Kaza, but this fell through due to Kaza coming too late to meet the Commissioner, such that he was there when Matilda arrived. Wanting to help his friend out, Kaza agreed to go on an elephant-ride with Matilda, during which events worked out such that he was able to shake her off by convincing her that he was not as strong and courageous as he appeared. Behind the scenes

The original version of this Commissioner appeared in a 1949, now-public-domain comic story featuring Jo-Jo the Congo King, The Dauntless Dowager, as Tom Payne. The story was reprinted in 1954 in Fantastic Fears #8 as Fear in the Jungle, with the names of Tom Payne and Jo-Jo changed to Tom Rubio and Kaza respectively (whereas Matilda Marshall and Dorothy Gray's names remained unchanged).

The character of Kaza was later resurrected as the protagonist of the webcomic Kaza's Mate, Gwenna, where he was given a different mustachioed commissioner as a supporting character, dubbed Commissioner Smedley.
