The Scarecrow of Oz had a tendency of acting as interim leader for things following crises. Professor Wogglebug thought that, in the upheaval following on from the Man in Grey's dismissal, the Scarecrow might temporarily head the 2022 Interdimensional Pride Council, although Wogglebug's money was on the whole on Nyarlathotep.
