The title of Goblin King was sometimes used by a ruler of Goblins, not necessarily themself a Goblin.

Jareth, of the Unseelie Fae, was the Goblin King of the Labyrinth, a mysterious magical structure inhabited by a variety of Goblins such as the Fireys. He did not appear to be considered a Goblin imself. (PROSE: Everywhere's The Thing!)
